Part I. Legal regulations
Waste management legislation to date – the cohesion of existing provisions with newly introduced or announced solutions. The principle of Extender Producer Responsibility and the impact of its introduction in its currently proposed formula. The “Single-Use Plastics directive” (SUP), the deposit and bail system: why do we fail to implement EU regulations in Poland on time? The financial, economic and social consequences of delay. How to introduce regulations and fairly distribute their costs? Circular economy – a far-off horizon? The quality of regulations and the performance of the circular economy in the Polish setting.
Part II. Challenges: grey area, hazardous waste
Waste incineration plants and the energy crisis – a lesser evil? Spent oil and chemical waste – an unsolved problem and source of pathology. Vehicle recycling in practice. Plastics – chemical recycling or PET fuels? The impact of the economic crisis on the growth of a grey zone: waste smuggling, illegal/sham recycling, landfill fires, illegal storage.
